Context
Evaluate a social and solidarity economy strategy at a regional scale
In line with its "Occitanie 2040" roadmap, the Occitanie Region has developed a large ecological transition plan with concrete actions, the Regional Green Pact. It notably reexamines the evaluation practices of regional policies that accompany the transformation.
The topic of evaluating regional policies gradually strengthened in the following years and materialized in 2021 with the creation of a working group aimed at involving the CESER Occitanie in the evaluation process of one of the 10 thematic plans of the Green Pact: the resilient social and solidarity economy plan (ERSS).

Building an evaluation framework for a regional social and solidarity economy strategy
In close partnership with the public policy consulting firm Epices, Vertigo Lab followed up on this process and designed an evaluation framework for the actions implemented under the resilient social and solidarity economy plan of the Green Pact.
We built an evaluation framework based on the defined scope of four components of the ERSS plan, we experimented and tested this framework on one of the four components, and we formulated recommendations.

An evaluation transferable to other public actions
In addition to benefiting from an evaluation framework for actions implemented under the resilient social and solidarity economy plan of the Green Pact, the Occitanie Region was able to remobilize this framework to evaluate other actions deployed by the region as part of its ecological transition plan.
