Context
Reinventing access to food: towards a food democracy
More than 15% of the French population is in a state of food insecurity.
This reality is exacerbated by the dominance of large agri-food companies and distribution channels that limit access to sustainable and quality food.
In this context, many initiatives are emerging to rethink the rules of the game.
Among them, systems inspired by food security social insurance (SSA) propose to guarantee everyone the right to healthy and local food, relying on mechanisms of solidarity redistribution and contributions.

Analyze and structure existing experiments
The mission assigned to Vertigo Lab aimed to identify and analyze experiments inspired by the SSA in France.
The study was based on the construction of a typology of initiatives, allowing for the characterization of their economic models, operational mechanisms, governance modes, and territorial distribution.
The study also helped identify research teams working on these topics and characterize the methods they developed for monitoring and evaluation.
BENEFITS
Build an evaluation framework and prepare for scaling up
A framework for evaluating environmental, socio-economic, and health impacts was developed to better measure the effects of these systems.
The methodology used combined data collection, characterization grids, benchmarking of initiatives, definition of indicators, online surveys, quantitative and qualitative analyses, as well as stakeholder mapping.
All of this work aimed to contribute to discussions around a national deployment of a food security social insurance system.
