Context

Measuring the environmental impact of public agricultural investments

FranceAgriMer is a French public establishment that serves as an interface between the State and the agricultural and food sectors. It manages support mechanisms, produces economic analyses, and assists stakeholders (farmers, industry players, inter-professions) in their transitions and competitiveness.

As part of the Recovery Plan, FranceAgriMer plays an operational role: it implements some of the public aid aimed at modernizing the sectors, supporting investment, strengthening food sovereignty, and accelerating the ecological transition (equipment, plant proteins, agro-equipment, etc.).

The Recovery Plan has funded agricultural equipment to support the ecological transition. It has been essential to measure whether these investments have had a real impact on the environment.

FranceAgriMer has expressed the desire to:

  • Develop a set of common and specific indicators for the three mechanisms, accompanied by formulas and calculation tools, in order to measure the impact of the aid measures;
  • Carry out an initial quantification of the indicators and formulate recommendations to optimize the collection of information during future aid and payment requests.

A structured evaluation framework to analyze the effects of aid

Vertigo Lab organized workshops with experts to define a relevant evaluation framework, then developed a monitoring and evaluation framework. Data produced and available were collected and analyzed, a quantified measure of the impacts was carried out, and a thorough analysis of the results was conducted.

We have produced a list of common indicators for systems that allow for the impact monitoring of aid measures, accompanied by a precise definition of each indicator; a list of indicators specific to each of the systems accompanied by a precise definition of each indicator; formulas for calculating these indicators, with mention of the data sources to be used; calculation tools associated with the indicators, accompanied by a brief user guide; a preliminary quantification of the indicators using data from the systems that have actually been implemented; and recommendations for improving the information to be collected during aid and payment requests for similar subsequent systems.

The mission allowed for a clear understanding of how the aid contributed to the ecological transition, as well as the availability of simple tools, such as a dashboard, to track results.

It also provided a first quantified view of the impacts and formulated concrete recommendations to improve future programs.
