Context
Rethinking European fishing quotas for sustainable oceans
The Common Fisheries Policy of the European Union aims to ensure the sustainability of fisheries and guarantee stable incomes and jobs for fishermen. This mission is reflected in the regulation of the impact of fishing on stocks by defining Total Allowable Catches (TAC), which are the volumes of fish that can be caught in a year.
The current distribution of fishing quotas based on historical catches does not direct fishing opportunities towards practices that have a lower environmental impact. To reduce the impacts of fishing on biodiversity, it seems essential to steer fishing opportunities towards fisheries with a lower impact. This leads to a reflection on a quota allocation that would depend on achieving environmental and social objectives.

Towards a quota allocation based on environmental and social criteria
The Greens/EFA group in the European Parliament has called on Vertigo Lab for its expertise in fisheries economics and modeling to construct forward-looking scenarios for a more equitable and sustainable reallocation of quotas.
This study offers a methodological reflection on the distribution of fishing quotas based on social, environmental, and economic criteria, relying on the analysis of the relevance of these criteria for reallocating fishing quotas, their scoring, the definition of application scenarios, and the assessment of associated socio-economic and environmental impacts.

Fairer quotas, beneficial for employment and GDP
The results of the study highlight that a reallocation of quotas favoring environmental and social criteria appears positive for GDP and employment. Indeed, such a reallocation generates effects throughout the entire value chain, and the use of our ImpacTer model allows us to anticipate changes in sectors beyond fishing.
The results demonstrated that environmental sustainability and economic performance do not oppose each other: a better allocation of fishing quotas can, on the contrary, strengthen the resilience and competitiveness of European maritime sectors.
