Impact study and development potential of cycling in France
Context
The evolution of bicycle usage in France
Over the past ten years, cycling in its urban, tourist, sports, or recreational dimensions has evolved significantly, driven by societal changes, substantial investment efforts from local authorities, and the spread of electric-assisted bicycles (EAB).
Moreover, in the current context of a health crisis and the gradual resumption of activities, modes of transportation are at the heart of questions, especially in large metropolitan areas where cycling is one of the alternatives to promote sustainable deconfinement.

Analyzing economic impacts and good international practices
At the request of the General Directorate of Enterprises, the General Directorate of Infrastructures, Transport and the Sea, the Agency for Ecological Transition (ADEME), and the Cycling Federation, Vertigo Lab, in partnership with Inddigo, has conducted an assessment of the various uses of bicycles in France, including professional uses and their trajectories of evolution at 5 or 10 years.
The study focused on measuring economic effects and analyzing best international practices in "bike" policy to enlighten public and private decision-makers in their cycling mobility development projects.
The analyses conducted help clarify the mobility strategies of public and private actors by identifying the most effective levers to enhance bicycle use in the coming years.
BENEFITS
Directing public policies to accelerate the cycling transition
Three main deliverables, including a summary of our study, have provided a solid foundation for structuring cycling policies, enhancing public investment, and better integrating cycling into transport and urban planning strategies in France.
Several figures have been highlighted: the traditional sectors of the bicycle economy account for 2,5 billion euros and 13 500 full-time equivalent jobs in France. By including direct, induced, and related impacts from tourism and logistics activities, the bicycle economy accounts for 22,5 billion euros and over 160 000 jobs.
Finally, by integrating the externalities related to health, the economic weight of cycling amounts to 29,5 billion euros. On average, 1 km traveled by car costs between 0,38 and 0,44 €, while 1 km traveled by bike generates a benefit for society of 0,58 €.
