Context

Strengthening the resilience of New Caledonia's territories

Island states and territories in Oceania are generally considered the most vulnerable to the effects of climate change.

The RESCCUE project (Resilience of Ecosystems and Societies to Climate Change) aims to enhance the resilience of Pacific island countries and territories to global changes through the implementation of integrated coastal zone management (ICZM).

To achieve this goal, one aspect of the project aims to support the New Caledonian government in reducing the environmental impacts of taxation and public subsidies in the territory.

Identify the environmental effects of taxation and subsidies

Vertigo Lab, in collaboration with the University of New Caledonia, has supported the Pacific Community in New Caledonia to:

  • Identify the main negative environmental effects of taxation (including local and national tax exemptions, parafiscal taxes, and customs exemptions) and public subsidies in New Caledonia;
  • Formulate concrete action proposals to initiate changes in tax policies and the allocation of public subsidies at the national level, and possibly at the provincial or municipal levels;
  • Evaluate the potential environmental, budgetary, and socio-economic impacts of the proposed changes.

These studies have provided decision-makers with a structured understanding of the economic incentives created by taxation and subsidies, as well as an assessment of the expected effects of the proposed reforms.

They have thus strengthened the capacity of New Caledonian authorities to align their budgetary instruments with biodiversity conservation goals and climate change adaptation, in a perspective of sustainable territorial resilience.
