Study on the blue economy in Guadeloupe
Context
The stakes of the blue economy in Guadeloupe
With over 620 km of coastline, Guadeloupe has significant maritime potential that forms a crucial part of its economy. In 2019, its sea-related activities — fishing, aquaculture, maritime tourism, transport, and port services — are key sectors for employment and the attractiveness of the territory.
Facing economic and environmental challenges, Guadeloupe sought to better leverage this blue economy by assessing the weight of its traditional sectors and identifying new opportunities, particularly in aquaculture or emerging but promising marine renewable energies.

Measuring the blue economy of Guadeloupe and identifying future sectors
Vertigo Lab conducted a study on the blue economy in Guadeloupe, with two main objectives: to assess the economic and social weight of the blue economy in the territory, to identify development potentials by sector in order to determine the professional training needs to make the blue economy a driver of socio-economic development for the archipelago.
In this context, we focused on eight sectors of the blue economy: fishing/aquaculture, maritime transport and port services, offshore work, shipbuilding, public maritime administration, sports, recreational and leisure activities at sea, training and research-development, and associations.
The analysis showed that the blue economy in Guadeloupe represents a real opportunity for sustainable growth, capable of strengthening the local economic fabric while reducing external dependence.
BENEFITS
Activating development levers and structuring a sustainable blue economy
By identifying training needs, emerging sectors, research-development priorities, and necessary collaborations, the study has helped inform public and private decisions to make the sea a driver of socio-economic development for the archipelago.
Among the identified development paths, we were able to affirm that the development of the blue economy in Guadeloupe relies on several levers: strengthening training to create local jobs and support new maritime activities, investing in research to better understand the marine environment and stimulate innovative sectors, structuring collaborations among stakeholders to gain visibility and innovation capacity, and focusing on marine renewable energies to support the energy transition and the autonomy of the territory.
