Context

Understanding and structuring the evaluation of bioeconomy at the national level

The bioeconomy strategy for France 2018-2020 highlighted the need to share a common vision of what the added values and points of attention of bioeconomy are; to communicate what bioeconomy is, its objectives and performances, as well as to monitor its evolution over time.

To achieve this, the establishment of indicators to monitor environmental, economic, and social performances seemed to be an appropriate tool.

Structuring a multi-indicator evaluation methodology for bioeconomy

Vertigo Lab conducted a SMART feasibility study of over 100 indicators, covering the 7 main sectors of bioeconomy: agricultural biofuels, agricultural methanation, bio-based chemistry, bio-based materials, macroalgae, animal by-products, and shellfish farming.

The indicator sheets have been formalized by specifying their definition, data sources, calculation formulas, assumptions, and weighting factors. Finally, 35 robust indicators have been quantified based on an initial reference year.

The mission resulted in a list of common indicators for the sectors included in the scope of the study, as well as others specific to certain sectors; formulas for calculating the previously listed indicators, also specifying the data sources to be used, the relevant update frequency, and any other information allowing for their quantification; and a preliminary estimate of these indicators (for a reference year as close as possible to 2023).

Reliable indicators for steering and understanding

The robust analysis of the bioeconomy has been made possible thanks to monitoring and impact indicators.

A critical analysis of the available databases and sources has been conducted, and a simple tool in Excel format has been made available to allow for the updating of indicators.

Finally, methodological recommendations were formulated to consider the systemic aspect of bioeconomy and the synergies between biomasses and sectors.

The iterative validation and co-construction of the indicators were carried out during working workshops with industry professionals, institutions, and scientific experts.
