Context

Frame and structure the ADEME Climate Plans offer for local authorities

PCAETs (Territorial Climate Air Energy Plans) are one of the cornerstones of local authorities' actions regarding sustainable energy management and adaptation to climate change.

ADEME, responsible for supporting local authorities in implementing territorial policies related to energy and the environment, provides local authorities carrying PCAETs with tools such as the PCAET Observatory and the PCAET resource center, and has sought to assess the contributions of these instruments.

Evaluate the use of the tools and build a new methodology

In this context, Vertigo Lab, in partnership with Intermezzo, conducted a study to evaluate how local authorities use the Observatory and the PCAET resource center.

This evaluation, based on interviews conducted with about twenty local authorities, led to the development of a feasibility study for the evolution of these two tools, both in terms of resources offered to local authorities and the support methodology from ADEME.

Recommendations, formulated based on discussions with local authorities, were made.

They aimed to evolve the tools and the support method for ADEME's PCAETs according to the needs of local authorities and in response to regulatory developments (including the integration of air quality issues into climate plans).

This study outlines the changes that need to be implemented in the broader offer that ADEME provides to local authorities.
