The Loire Public Establishment is a public organization responsible for coordinating water management in the Loire basin. It leads the Territorial Project for Water Management (PTGE) in the lower Allier.
A PTGE aims to ensure sustainable and balanced management of water resources, integrating all uses: drinking water, agriculture, industry, tourism, biodiversity, etc.
In this context, the stakes for the Loire Public Establishment are significant: securing drinking water supply, adapting agricultural and economic practices to climate change, building a forward-looking and collective vision for the territory, and involving local stakeholders in the co-construction of scenarios and actions.

Vertigo Lab, with Auxilia as a partner on this mission, supports the Loire Public Establishment in conducting an economic and financial analysis of the lower Allier basin.
The mission also aims to develop and evaluate action scenarios for the PTGE. This approach helps clarify the trade-offs between usage needs, economic constraints, agricultural trajectories, and environmental preservation.
Our working methodology is based on an initial socio-economic and agricultural diagnosis, the co-construction of a reference scenario and alternative scenarios. It also includes the development of economic and participatory modeling tools, as well as decision-support tools to guide territorial strategy.
