Context

Structuring a Food Excellence Territory at the scale of Val de Garonne Agglomeration

Val de Garonne Agglomeration is leading a Territorial Food Project (PAT) to structure a sustainable local agri-food sector across its 43 municipalities. In this context, it aims to create a Food Excellence Territory that includes processing, logistics, and distribution facilities to promote healthy eating, support agricultural establishment, reduce waste, and strengthen the resilience of the territory.

To address these challenges, a support mission is being conducted with our partners DIX Autrement and Let's Food. The goal is to assess the feasibility of the project, size the necessary facilities, identify stakeholders and available funding, and build an appropriate economic and governance model that serves as a decision-making tool for elected officials.

Build a viable, governed, and measurable territorial food model

Vertigo Lab and its partners first worked to size the project according to the needs of the territory and local stakeholders. This phase was based on surveys of farmers, a mapping of stakeholders, a benchmark of existing solutions, as well as a preliminary cost estimate of the facilities, allowing for the formulation of initial recommendations.

In the second phase, the mission involved bringing together stakeholders and assessing the economic viability of the project. This led to the construction of a territorial food governance model, the identification of mobilizable public and private funding, the development of simplified business plans by activity, and the definition of an impact measurement methodology.

The entire approach relies on a combination of complementary tools and methods, including field surveys, focus groups, multi-territory benchmarks, economic modeling, and digital collaborative tools.
