Promoting payments for environmental services (PES) in French agriculture
Context
What is the role of payments for environmental services in agriculture in France?
Payments for environmental services (PES) in agriculture are economic instruments that compensate farmers for actions they voluntarily undertake to restore and protect ecosystems, from which society benefits (preservation of water quality, carbon storage, landscape and biodiversity protection, etc.).
They complement the range of tools (regulation, taxation, private standards, etc.) addressing the challenges of agro-ecological transition.
In this context, the Ministry of Agriculture and Food commissioned a study on actions to be implemented to enhance the deployment of PES.
service
Analyze existing payment for environmental services mechanisms
Vertigo Lab analyzed 12 mechanisms in France and Europe, resulting in the drafting of operational methodological guides to assist private stakeholders, local authorities, and state services in implementing PES.
The three guides produced aim to provide answers to the questions most stakeholders interested in PES face: What exactly are PES? Why and in what cases should one be interested in them? How to build a functional mechanism? What financial resources to mobilize? How to manage the mechanism? Etc.
They include a guide intended for private actors, a guide intended for local authorities, a guide intended for state services and their operators; and is added a synthetic analysis note providing a cross-cutting view of the lessons learned.
BENEFITS
Equipping stakeholders to deploy effective and sustainable PES
The operational guides now provide a solid foundation to support the implementation of payments for environmental services in agriculture. They offer private stakeholders, local authorities, and state services concrete tools to define, finance, and manage mechanisms tailored to local challenges.
These tools aim to accelerate the deployment of PES in France by clarifying the conditions for success and supporting the agro-ecological transition of agricultural territories.
